Who needs one

Pre-enrolment connects your university admission to your visa application. The university validates your submission, and the validated summary is used at the mission.
Submit pre-enrolment only after admission, within the procedure window announced for your academic year, and select the correct diplomatic mission. Only validated applications can proceed to the visa stage.

The study visa application follows the mission of your residence, while DOV and legalisation applications follow the mission of the state where the degree or school certificate was issued. These are two separate routings — do not merge them.
Funds
Current mission checklists for 2026/27 require proof of means of not less than €10,179.85 for one year — about €848.32 for each month of stay. Show it with verifiable bank, sponsorship and income documents exactly as your mission's checklist describes.

Qualification recognition
Foreign qualifications sometimes need formal recognition. Requirements vary by university, course and mission — neither document is universally mandatory.
The DOV is requested by the Higher Education Institution itself and issued by the territorially competent mission based on where the qualification was issued. Submission is generally in person with its own checklist. Mumbai consulate DOV guidance.
Some universities accept CIMEA comparability or verification statements for foreign qualifications. Ask your specific university what it accepts before starting either route.
Timelines

Verification practices differ by mission — prepare as if you will be interviewed, even where it is not certain.

Other missions have their own procedures, which may include document verification or biometrics. Arrival
The visa gets you to Italy; residence formalities keep you compliant once there.
Non-EU students generally declare their presence at the Questura (police headquarters) shortly after arrival and apply for the residence permit (permesso di soggiorno). Exact procedure and deadlines must be verified with the competent Italian authorities — do not rely on fixed timelines from unofficial sources.
